问题描述 Problem Description

有员工反馈，在 Word 2013 时，在使用自定义水印或填充效果功能时，如果选择使用图片来作为水印或填充时，则会提示："若要查看此内容，请下载最新版本的 Internet Explorer。"导致无法选择图片。
排查时发现，点击图片后，会弹出一个"正在加载图片"的提示界面，提示界面底部有个"脱机工作"，若点击脱机工作，才能选择图片。
问题看上去解决了。但是，这个"正在加载图片"提示界面，在系统已经确认联网的情况下，会一闪而过，如果手速不够快的话，根本无法点击到"脱机工作"按钮... Microsoft 这是为了提高使用者的反应速度，避免使用者反应迟钝？哪怕 IE 版本过低，作为系统也不应该影响使用本机图片吧？ 不得不说一句"智障"。
在离网的情况下，可解决此问题。但是，这个问题不止出现在 Word 2013 中，而是出现在环境中的所有程序上...且非常影响使用者工作效率。

原因

此员工的电脑，原因是由于 IE 版本太老导致的，但是由于 IE 只可升级，不可降级的问题。最终未选择升级。而是准备采用其他解决方案。且在我认为，"插入图片"这个功能应该是本机的，跟 IE 应该没什么关系，应该是可直接打开选取本机电脑图片的，且印象中原本就是这样的，而不调用 IE 的，于是产生了此文... 在相似问题原文的回答中被打脸了，是 Microsoft 为了推动 Office 云化...特意搞的...这里得说句"智障"...

解决 Resolved

禁止用户访问 Office Internet 资源。
打开注册表（Win + R -> regedit），并定位到：

Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\根据 Office 版本确定\Common\Internet\

Office 版本：

Office 2013 = 15.0
Office 2016 = 16.0

修改 UseOnlineContent 的值为 0。

From Registry Editor, browse to:
Example Office 2016:

Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\Internet\

Modify the value of UseOnlineContent to 0.

解决过程

在解决此问题时，搜索了很多内容，很多人遇到了类似的情况，到 2020 年 9 月都还有人遇到此问题，最终得到的结果均是未被从根本解决。此时，难免有点心灰意冷，又说了句"智障"...
但是，真正的从根本解决此问题的方式，却是被隐藏在"JonGage 的问题"的回帖中。
EliezerChicago 在 2017 年回复了一个链接（请查看文章末尾"参考"），此链接的文章讲述的是"Office 2016 中的身份，身份验证和授权"，看上去跟此问题没什么关系，但是当我往下继续看时，发现其中有个"Use a registry setting to prevent a user from connecting to Office 2016 resources on the Internet（使用注册表防止用户连接到 Internet 上的 Office 2016 资源）"，感觉上这就是解决此问题的根本，尝试后发现，确实是！
EliezerChicago 能从这么多数据中找到这个看似不起眼，不相关的文章，实在是了不起。

On the "Change Picture" command, is there a way to disable the option to use Bing Image Search?
When selecting an image and then right clicking to get the Change Picture command, an interim window pops up to give the user an option to first work offline (until an internet connection is established, apparently), and then it switches to the choice of "From a File" or "Bing Image Search".

Is there a way to disable this process and just have it open a window to the most recent folder? The extra steps and momentary pauses add up to considerable annoyance when working with a document that has lots of images that need to be changed (e.g. a technical report template).

Disable online pictures for "Change picture" command
If you right click on an image and select "Change picture," you get a dialog that takes a few seconds to load and that then lets you click "from a file," "Bing image search," "OneDrive," etc. I only ever want to use "from a file," and I would like the option to always use this and bypass the dialogue. (Either a user setting or a second context menu item maybe.)

Possible to turn off OneDrive and Bing in Word (Office 365)?
OneDrive and Bing are completely hijacking Word... Any time there is a minor blip in the Internet, even a simple save or selecting "Change picture..." turns into a popup box saying no Internet connection... I DON'T WANT OR NEED AN INTERNET CONNECTION FOR THIS!!! Why would I want to search Bing for an image while in Word??? Why can't I make my local storage the default for saving files and not OneDrive? I already use Dropbox, Box and Google Drive thanks. I don't want or need OneDrive and all this forced functionality is doing is slowing down my progress in Word and causing a severe annoyance.
